Cold Roof vs Warm Roof UK: Construction, Building Regs and Costs

You have asked two roofers to quote for a new flat roof on your extension or garage. One has priced a warm roof, one a cold roof, and the difference is several hundred pounds and about 150mm of height. Neither has explained what that actually buys you, or that the choice may not be entirely yours to make.

It probably isn't. Where a flat roof re-cover crosses a threshold in the Building Regulations, the whole roof has to be brought up to a modern insulation standard — and hitting that standard with a cold deck build-up is, in practice, very difficult. This guide explains the two constructions, the numbers the regulations actually require, and where the money and the height go.

One correction worth making up front. An Approved Document L 2026 edition has been published for England, and a lot of content written this year treats it as though it already applies. It does not — its cover page states it is effective 24 March 2027. The document in force today is the 2021 edition incorporating the 2023 amendments. Wales follows the same pattern, with a 2026 edition from 4 March 2027. The roof U-values in the new England edition are unchanged.

What Cold Deck and Warm Deck Actually Mean

The difference is simply where the insulation sits relative to the structural deck. The clearest public definitions come from the LABC Warranty Technical Manual (Version 11, 2023), which is quotable in full — unlike the NHBC Standards, which now sit behind a builder login.

Warm deck roof. The insulation goes above the structural deck, immediately below the roof covering. LABC's definition: the principal thermal insulation is placed immediately below the roof covering, "resulting in the structural deck and support being at a temperature close to that of the interior of the building."

Layers, top down: waterproof membrane → insulation → air and vapour control layer (AVCL) → structural deck → joists and firrings.

Cold deck roof. The insulation goes at or immediately above the ceiling, below the deck. That leaves the deck and membrane cold, and requires a ventilated void above the insulation — LABC specifies a minimum void height of 50mm.

Layers, top down: waterproof membrane → structural deck → ventilated void → breather membrane → insulation → AVCL.

Two variants come up in quotes. An inverted (or protected membrane) roof puts the insulation above the waterproof membrane, held down by ballast such as paving or stone. A hybrid or "duo" roof sandwiches the membrane between two layers of insulation — LABC is direct about that one: "There is an increased risk of interstitial condensation with a hybrid roof and therefore where these types of roof systems are used a full condensation risk analysis should be carried out."

For pitched roofs and lofts the same vocabulary applies — insulation at ceiling level is the cold version, insulation at or between the rafters is the warm version.

The U-Values You Have to Hit

These are the numbers, read from the Approved Documents themselves rather than a summary.

England (AD L Volume 1, 2021 edition incorporating 2023 amendments):

  • New dwelling, all roof types — limiting value 0.16 W/m²K (Table 4.1)
  • Extension roof, or a new/replacement element in an existing dwelling — 0.15 W/m²K (Table 4.2)
  • Existing roof being renovated — threshold 0.35, improved standard 0.16 W/m²K (Table 4.3)

Wales is stricter. Its Table 4.1 sets roofs at 0.13 W/m²K in both new and existing dwellings, with retained elements at 0.16 max against a 0.35 limiting value.

Northern Ireland (Technical Booklet F1, June 2022) sets a flat roof or roof with integral insulation at 0.18 W/m²K for new elements in existing dwellings, and 0.18 as the improved standard for renovated elements against the same 0.35 threshold.

Scotland works to Section 6 of the Technical Handbooks, and a revised Domestic Technical Handbook applies to works from 6 April 2026. We could not open the current edition at source, so we are not publishing Scottish figures we cannot verify — check the April 2026 Handbook or ask your building standards officer.

The practical translation: to reach 0.16 W/m²K on a typical timber-deck warm roof you need roughly 140mm of PIR insulation, and about 150mm for 0.15. Those figures come from Kingspan's Thermaroof TR27 brochure (nineteenth issue, dated 03/2026). Kingspan's own caveat is worth repeating: they are for guidance, and a detailed U-value calculation and condensation risk analysis should be done for each project.

That thickness sits above the deck, so it raises the finished roof level — which collides with door and window head heights, the existing eaves line, and permitted development limits (in England, a single-storey extension must not exceed 4m in height, or 3m at the eaves within 2m of a boundary). The regulations anticipate this: Note 4 to Table 4.3 of England's AD L allows "a lesser standard" where there are problems with the load-bearing capacity of the frame or the height of the upstand, and Note 3 makes a similar allowance for headroom. Wales carries equivalent wording. That is a conversation to have with building control before work starts, not after.

The 50% Rule: When a Re-Cover Triggers Building Regulations

This is the single most useful fact in this guide, and it catches a lot of homeowners out.

Regulation 23 of the Building Regulations 2010 says that where the renovation of a thermal element constitutes a major renovation, or amounts to the renovation of more than 50% of that element's surface area, the renovation must be carried out so the whole element complies — "in so far as that is technically, functionally and economically feasible."

Approved Document L spells out what counts as renovation. Paragraph 11.2 lists it explicitly, and item (d) is the one that matters here: "Replacing the waterproof membrane on a flat roof."

Paragraph 11.3 then sets the trigger. If more than 50% of the surface of the individual thermal element is renovated, or the work is a major renovation (defined as more than 25% of the surface area of the external building envelope), the whole element should be improved to at least the Table 4.3 column (b) value — 0.16 W/m²K in England.

Two clarifications matter. First, "individual element" means that roof, not your whole house — strip the roof of an extension and the area assessed is the extension roof, which makes the 50% threshold far easier to cross than people assume. Second, a patch repair does not trigger it; stripping and re-covering the whole roof almost always does.

So if a roofer quotes to strip and re-cover a flat roof over a heated room with no insulation upgrade, ask them how the job complies with regulation 23.

Why Cold Deck Roofs Have Fallen Out of Favour

Cold deck flat roofs are not illegal — nothing in Approved Document L or the Building Regulations 2010 prohibits one. The warranty position is another matter. The LABC Warranty Technical Manual V11 states that "for Warranty purposes, flat cold deck roofs over 3m² in area are not acceptable", and that "cold deck roofs are not recommended and an alternative form of flat roof should be adopted." Cold decks are also ruled out for green and blue roofs under the same manual.

The reasoning is technical rather than commercial: "It is very difficult to insulate a cold roof system to current mandatory levels without introducing thermal bridges and/or increasing the risk of interstitial condensation in the system." LABC adds that the need for uninterrupted external air circulation limits where the system can be used, and that "mushroom intermittent vents have proved not to be effective."

One trap is specific to converting an existing cold deck to a warm deck. Where that is done by adding insulation above the deck and closing off the ventilation, LABC warns "it is necessary to provide at least as much thermal resistance above the deck as was previously provided below the deck," with a condensation risk calculation to confirm the deck stays above dew point. Half-converting a cold roof is worse than leaving it alone.

What Each Costs

No mainstream UK cost guide publishes a straight "warm roof vs cold roof per m²" figure, and the sites that do are contractor blogs rather than independent guides. The closest defensible comparison comes from MyBuilder (updated 25 November 2025), which prices an insulated flat felt roof at £60–£90 per m² against a basic flat felt roof at £40–£70 per m² — roughly £20 per m² for the insulated build-up on the same covering.

For the covering itself, two sources disagree materially and we have not averaged them:

Whole-job figures diverge too: Checkatrade puts a standard flat roof replacement at £2,800–£7,500, MyJobQuote at £1,500–£6,000, with roughly £1,200–£2,700 for a single garage (about 15m²), £1,600–£4,500 for a double garage, and £800–£3,500 for an extension roof. On the insulation itself, Kingspan Thermaroof TR27 at 150mm was retailing at about £52 per m² excluding VAT when we checked on 8 August 2026 — board prices move, so treat that as a snapshot.

Regional Price Differences

No source we could verify publishes a regional table specifically for flat roof construction — Checkatrade says only that prices "tend to be higher in London and the South-East". The nearest usable figures are MyJobQuote's regional variations for roofing work generally (new roof guide, 24 June 2026):

Apply the percentages rather than the pound figures on that page, which do not reconcile with its own stated UK average. Bear in mind too that the regional gap widens on labour-heavy work, and a warm deck involves more layers and more detailing than a like-for-like re-cover.

Frequently Asked Questions

Do I need Building Regulations approval to replace a flat roof?

If you are replacing the waterproof membrane over more than 50% of that roof's area, yes — Approved Document L paragraph 11.2 lists exactly that work as a renovation of a thermal element, and paragraph 11.3 requires the whole element to be upgraded to 0.16 W/m²K in England. A patch repair covering less than half the roof does not trigger it. The assessment is made on that individual roof, not your whole house.

Can I still build a cold roof?

Nothing in Approved Document L or the Building Regulations 2010 prohibits it. But the LABC Warranty Technical Manual will not accept a flat cold deck roof over 3m² for warranty purposes, and describes cold deck construction as "not recommended". If your property has a structural warranty, or you may need one when selling, that restriction matters more than the regulations do.

How much height does a warm roof add?

It depends on the U-value you are targeting. Kingspan's TR27 tables (03/2026) show roughly 140mm of PIR for 0.16 W/m²K and 150mm for 0.15 on a timber deck, and that sits above the deck along with firrings and the membrane. Where that height creates a genuine problem, Note 4 to Table 4.3 of England's AD L allows a lesser standard on upstand-height or load-bearing grounds — agree it with building control in advance.

Is an inverted roof a better option than a warm deck?

It can be where ballast is practical and the extra loading is acceptable — a terrace or a green roof, for example. LABC treats warm deck as the default and states that for green roofs "a technical justification for any departure from warm deck will be required." Discuss it with your designer rather than assuming it is a straight swap.
