Flat Roof Ponding: Standing Water, Falls and What It Costs to Fix (UK 2026)
Two days after the rain stopped there is still a puddle on your garage roof. One roofer glances at it and says it is completely normal. The next says the falls are wrong and the whole roof needs stripping and relaying. They cannot both be right — except that, on the published guidance, they very nearly are.
Here is how to work out which one is describing your roof, what the standard actually requires, and what each fix costs in 2026.

One disclosure before we go further. BS 6229:2025 is not free to read — BSI sells it, commonly cited at around £300, and the NFRC's own full member guide is behind a paywall too. Everything attributed to the standard below comes second-hand via the NFRC's public summary, Bauder, the LRWA and LABC Warranty. We have not read the standard itself, and neither has anyone else writing a free guide about it.
The 48-Hour Test, and the Falls Your Roof Should Have
The most useful thing in the published guidance is a definition you can apply yourself. Bauder, writing in RICS Modus in December 2024, draws the line like this:
- Standing water — "a small amount of water held behind a lap/detail for no more than 48 hours after the rainfall ends."
- Ponding water — "a large amount of water greater than the depth of the laps, accumulating because of poor falls or deck deflection that is held for over 48 hours after the end of rainfall."
That gives you a test that costs nothing. Photograph the puddle when the rain stops, photograph it again 48 hours later, and note the depth against something fixed such as an upstand or the edge trim. If it has gone, you have standing water and your first roofer was right. If it is still there and it is deeper than the laps, you have ponding, and that is a defect worth arguing about. The same 48-hour rule is used by Allbase and, via the US National Roofing Contractors Association, by IKO.
What the standard now says about falls
This is where most of the internet is out of date. BS 6229 was revised in 2025, and the numbers moved.
The finished fall — the slope actually left on the roof once everything has settled and deflected — should be at least 1:80, or 12.5mm of drop per metre. The NFRC's public summary of the revision (18 December 2025) states "minimum 1:80 finished fall for general roof areas and internal gutters", and Bauder repeats it.
The design fall is what changed. For years the rule of thumb was to design at 1:40 so that 1:80 survived deflection, and you will still find that stated everywhere. Bauder's summary of the 2025 revision says "a design fall of 1:60 is now recognised as an appropriate starting point in many cases", with "a design fall of 1:40 required only where deflection exceeds 17mm over 1m". NSS Group corroborates the 17mm figure independently.
Two honest caveats. First, one source disagrees on that threshold: writing for Total Contractor in December 2025, the LRWA's technical manager gives "no more than 4mm of deflection over 1m". We are not going to average two figures that are four times apart. The 17mm number has two independent sources and is internally coherent, since a 1:60 fall is 16.7mm per metre and would be flattened to nothing by 17mm of deflection — but treat it as contested. Second, Bauder's own older design page still carries the pre-2025 "1:40 to achieve 1:80" rule. If a manufacturer has not fully updated its own site, you can forgive your roofer for quoting the old number.
For older roofs, the old rule is the one that applied when they were built. LABC Warranty's technical manual requires flat roofs to be "designed to have a minimum finished fall of 1 in 80", with 1:40 at design stage.
Back falls are never acceptable. Both Bauder and Total Contractor are explicit that the revision reiterates this "under any circumstances, regardless of roof type". If water runs away from your outlet, that is not a matter of opinion.
Why it ponds
The causes are consistent across SOPREMA, Allbase and the manufacturers' troubleshooting pages: deck deflection under load, falls that were insufficient or wrongly set from the start, outlets that are blocked or sit too high, structural sag, drainage interrupted by rooflights or upstands, and silt.
One diagnostic almost nobody mentions is worth checking yourself. GRP Roofing names, as a distinct cause, decking that "has not been rebated where the drip trims have been attached, which created a lip that's holding the water on the roof". If your water pools along the edge rather than in the middle, look at the trim before accepting that the falls are wrong.
There is also a feedback loop: every 100mm of standing water weighs 100kg per square metre, that load deflects the deck further, and the deeper pond adds more load again.
Does It Actually Damage the Roof? The Manufacturers Disagree
This is the honest answer to why your two roofers said different things: they may both be quoting their own supplier accurately, and the suppliers do not agree.

Note the contradiction inside one corporate group: GRP Roofing's troubleshooting page says ponding will not affect performance, while its own building regulations page says pitched drainage is essential "to prevent ponding water, which could lead to damage over time", and its parent Allbase says ponding "can compromise the membrane, damage insulation, and weaken the structural deck". We could not retrieve any UK ponding-tolerance statement for EPDM at all.
So the fair summary is this. If you have single ply, the manufacturer's published position is that ponding is cosmetically undesirable but not a performance or guarantee issue. If you have felt or reinforced bitumen, the published position is more cautious. Nobody in the industry actually recommends ponding — IKO, which is the most relaxed about it, still says "all efforts should be made to avoid ponding" and that the roof "should be capable of being free draining".
Regardless of covering, the agreed harms are the added dead load and progressive deflection, freeze–thaw damage over winter, silt and moss that block outlets, and saturated insulation on inverted roofs.
The leak mechanism matters, because it changes what you should look at. Water does not soak through a modern membrane. It gets in when the pond becomes deeper than the laps and flashings — which is exactly how Bauder frames its definition. So the question is not "is there water on my roof" but "is the water deeper than the joints and upstands it is sitting against".
On guarantees, we tried to retrieve the actual terms for several major UK systems and could not: most are not published. So we will not tell you what yours excludes. Bauder's published FAQs do make guarantees conditional on approved installers and note that later damage "may invalidate the guarantee", and its RICS piece has a line worth remembering — "if some insurers see any water on the roof surface they will not sign off the roof for guarantee." Get the written guarantee in your hand before you sign.
What It Costs to Put Right
The cheapest honest fix is a long way short of a new roof. These figures come from a UK homeowner question about a 5.5m × 3m felt roof with ponding, answered in July 2026 by a named trading roofer.

That is for roughly 16m². Do not scale it into a per-square-metre rate — and be aware that no UK cost guide publishes a per-m² price for re-firring or tapered insulation supply at all. If a quote itemises one, ask where the number came from.
If it does come to replacement, the published per-m² rates disagree, largely because of when they were compiled:

Checkatrade's page is badged "Updated 02/26" but its own methodology dates the data to December 2024. MyJobQuote's figures are from 12 August 2026 and MyBuilder's from 21 August 2026. That twenty-month gap explains most of the difference, so treat Checkatrade's column as 2024 money.
One warning worth more than any of these numbers. Checkatrade lists liquid plastic coating at £20–£28/m² on the same page as EPDM at £80–£100/m². If a quote comes in dramatically cheaper than the others, check whether you are being sold a coating over the existing roof rather than a new one. They are not comparable products, and a coating over a ponding roof does not fix the fall.
Whole-job ranges for context: a single garage of about 15m² runs £1,200–£2,700 and a double garage £1,600–£4,500 (MyJobQuote, August 2026), with a UK average flat roof replacement of £2,400. MyBuilder gives a typical range of £2,800–£7,500 for larger roofs. Ignore MyBuilder's "£7,000–£16,250" flat roof line on its new-roof page — it is byte-identical to the gable row above it and is almost certainly a copy-paste error.
Two things to ask for
A level survey. BS 6229:2025 requires one for refurbishment work, "ideally presented as a contour map", along with a documented handover. LABC Warranty went further back in April 2022: where ponding is identified it requires an independent roof drainage assessment and a level survey, and it explicitly rejects flood testing as a way of demonstrating drainage is adequate. This turns "the roofer says it's fine" into measured evidence.
A second outlet, or an overflow. Bauder advises at least two drainage points "even if a roof is very small", in case one blocks. BS 6229:2025 permits a single outlet but then requires an emergency overflow sized to match the full capacity of a blocked one, and newly caps sump size at 0.72m² per outlet. Most garage roofs have one outlet and no overflow.
Regional Price Differences
Flat roof work is priced mostly on labour and access, so the regional pattern follows roofer rates rather than materials. MyBuilder's figures, updated 21 August 2026, give London £40–£60 an hour, the South East £30–£50, the Midlands £25–£40, the North £20–£35 and Scotland £25–£40 — roughly a threefold spread between the cheapest and dearest ends.
MyJobQuote's regional table (26 August 2026) points the same way in percentage terms: London 25–30% above the national average, the South East 15–20% above, the East of England 5–10% above, the South West and both Midlands regions around average, and Yorkshire, the North West, Scotland and Wales 5–10% below, with the North East and Northern Ireland 10–15% below. We use its percentages rather than its pound figures, because its own bands do not reconcile with its stated national average.
For a ponding fix at the £700–£1,200 tapered-insulation level, that spread is realistically the difference between roughly £600 in the North East and roughly £1,500 in London for the same work.
Getting a second opinion is the whole point here. If one roofer says your standing water is fine and another says the roof is finished, a third quote usually settles it — especially if you ask each of them to state, in writing, what finished fall they measured. Most UK guarantee terms are not published at all, so ask for the written guarantee before work starts, and check whether it requires an approved installer.
Can ponding be fixed without replacing the whole roof?
Usually, yes. The published repair ladder runs from a minor repair at £300–£600, through lifting the covering and re-levelling with tapered insulation at £700–£1,200, to larger regrading at £1,200–£2,000 before full replacement becomes the sensible option. If your only quote is for a full strip and relay, ask specifically whether re-levelling with tapered insulation would work.
