Roofing Underlay Replacement Cost UK: 2026 Guide
Underneath your roof tiles sits a layer of felt or membrane called the underlay. It is the roof's second line of defence — the thing that catches wind-driven rain that gets past the tiles and carries it down into the gutter. It costs a few hundred pounds. Replacing it costs several thousand.
That gap is the whole story of this job, and it is why so many homeowners are shocked by the quote. This guide explains where the money actually goes, and how to tell whether you need the work at all.

A caution on the numbers: a great many UK cost pages quote £2,000–£7,300 for this job. That figure traces back to a single cost table dated May 2024 and has been recycled across the industry. The most recently updated dedicated 2026 figure is £6,000–£10,000. Treat anything at the bottom of the older range as optimistic.
Also be careful when researching: most pages ranking for "roof felt cost" are about flat-roof torch-on felt, which is a completely different product. Figures like "£30–£45 per m² for felt" or "lasts 15–20 years" are flat-roof numbers and do not apply to the underlay beneath your tiles.
Why the Tiles Have to Come Off
There is no way around this, and any roofer who claims otherwise should be shown the door.
The underlay is laid over the rafters. The battens are then nailed through the underlay into the rafters. The tiles hang on the battens. To reach the underlay, the tiles come off and the battens come off — which is why new battens are effectively compulsory on any underlay job.
And it must be stripped, not covered. Laying new felt over old traps moisture between the two layers.
So a job whose material costs £345 inherits the entire cost structure of a re-roof: scaffolding, strip-out, skip hire, and five to seven days of two-person labour.
Where the money actually goes
A typical 3-bed semi breaks down roughly as:
- Scaffolding (2–3 weeks): £900–£1,800
- Labour, 2 people, 5–7 days: £2,000–£4,000
- Strip-off, skip and disposal: £950–£1,750
- Battens and timber repairs: £300–£700
- Breathable membrane: £350–£600
The membrane is roughly 3–6% of the bill. On one published breakdown, scaffolding at £2,000 cost nearly six times the membrane at £345.
This is the crucial insight for decision-making: because the underlay is such a small part of the cost, if your tiles are also near the end of their life, doing both at once is dramatically cheaper than doing them separately. Replacing perished underlay and rotten battens while the tiles are already off adds only £8–£16 per m² — about £560–£1,120 on a 70m² semi.
Can It Ever Be Done Without a Full Strip?
Three partial options exist. None is a true full underlay replacement, but each solves a real problem.
1. Eaves-only replacement. The most common failure point is the bottom edge, where sagged felt stops discharging into the gutter and rots the fascia instead. Tiles are lifted along the eaves course only and eaves protection trays fitted underneath. Costs £40–£70 per metre as a retrofit (£20–£35 if done during a re-roof). Still needs scaffolding, at £800–£1,500 for a semi.
2. One pitch at a time. Doing a single roof slope halves the scaffolding (£450–£800 versus £900–£1,500) and spreads the cost over years. A worked example: a 38m² rear pitch came to £3,240 all-in, of which membrane, battens and fixings were just £410.
3. Patch repair. Around £200–£250 for a localised tear where the rest of the felt is genuinely sound.
What is not a fix: lap vents and tile vents fitted from inside the loft. These address condensation symptoms without touching the underlay. They're cheap, useful and often the right answer — but only if your problem is condensation, not material failure. See the diagnostic below.
Bitumen Felt vs Breathable Membrane
Traditional bitumen felt (Type 1F)
The black, heavy sarking felt in most pre-2000 UK lofts. It is waterproof in both directions — which is precisely the problem. It traps moisture rising from the house below, which condenses on the cold underside and drips onto timber, insulation and ceilings.
It also sags. Felt has no support between rafters, so over decades it dips into troughs where water collects instead of running off.
Lifespan estimates vary widely across sources — from 15–25 years at the pessimistic end to a 30–60 year design life at the optimistic end, with around 30 years as the mid-point. The honest position is that 1960s–1980s housing stock is now at or beyond design life, which is exactly why this job is currently in demand.
Breathable membrane (Type LR)
Lets water vapour out while keeping air and rain out. Lighter, faster to fit, and it substantially reduces (but does not eliminate) the ventilation you need to build in.
Material cost is £1.30–£2.50 per m² trade, versus £0.50–£1.00 for non-breathable. Across an entire roof the difference is modest against tiles, labour and scaffolding — so there is very little reason to choose non-breathable on a re-roof.
Lifespan claims run 20–50 years, with 50-year guarantees available and 15-year manufacturer guarantees typical.
Air-open membranes
The premium tier (£2.30–£3.30 per m²), roughly four times more permeable than standard breathable. These can be used without additional ventilation in many situations — but only if BBA-certified for that specific application, and not over closed-jointed sarking boards or beneath airtight coverings like metal tiles without 25mm counter battens.
Ask to see the BBA certificate if a roofer proposes an unventilated cold roof.
The Ventilation Point Nobody Explains
Breathable membrane is not a licence to seal the roof up. The standards still require ventilation — just less of it.
Under BS 5250:2021, for a cold roof:
- With non-breathable underlay: 10,000mm² per metre at the eaves (25,000mm²/m on shallow pitches of 10–15°), plus 5,000mm²/m at the ridge if the pitch exceeds 35° or the span exceeds 10m
- With breathable underlay: 7,000mm²/m at the eaves for a normal ceiling; 3,000mm²/m if the ceiling is well sealed
The NHBC position is blunt: pitched roofs with no ventilation provision and an air-impermeable covering will not be acceptable.
Re-roofing with a normal ceiling specifically requires 7,000mm²/m of low-level ventilation with an airtight breathable membrane. If your quote doesn't mention ventilation at all, ask about it.
How Much Sag Is Acceptable?
A useful, specific figure to check: BS 5534 permits 10–15mm of drape measured at the midpoint between rafters. More than 15mm is unacceptable.
Horizontal laps under BS 5534: 150mm below 14° pitch, 100mm at 15–35°, 75mm above 35°. Membrane should overhang around 150mm into the eaves tray, and extend at least 300mm each side of a valley centre line.
Signs of Failure You Can See From the Loft
Go up with the lights off on a bright day:
- Daylight visible through the felt
- Felt crumbling, brittle, or falling away from the batten line
- Water dripping from the felt during rain rather than running down to the eaves
- Widespread dark staining indicating sustained water penetration
- Felt sagging into troughs between rafters, or not discharging into the gutter at the eaves
- Damp loft insulation, black mould, musty smells, rusting fixings
The diagnostic that saves you thousands
This distinction matters more than anything else in this guide:
- Droplets on the underside of the felt, with the timber above dry → this is a condensation and ventilation problem. It may be fixable with £285 of vents, not £8,000 of re-felting.
- Water tracking through torn or perished felt onto the timber below, plus daylight and brittleness → this is material failure. The underlay has to be replaced.
Retrofit ventilation costs are modest: tile vents £350–£480 for four fitted, over-fascia vents £215–£275, continuous soffit vents £215–£230, ridge vent kits £240–£280. Average job around £285, typically one day.

Can Your Existing Tiles Be Reused?
Yes — if they're in good condition and your roofer is careful. But UK roofers genuinely disagree on whether it's worth it.
For reuse: clay and slate are the best candidates (slate can last over 100 years, quality clay 50–100). Reusing can save 20–30% versus full replacement; one Victorian case study reused 75% of its slates and saved £4,000 in materials.
Against reuse: two UK sources argue it's a false economy — the careful handling is so labour-intensive that stripping and reinstating old tiles can cost more than fitting new ones.
Concrete tiles are the problem child. They are more brittle and frequently crack during removal.
Note also that reclaimed tiles carry no warranty, colour-matching replacements is difficult because tiles weather, and the underlay must be replaced entirely regardless. A blended approach — reusing the sound tiles, mixing in new — is often the practical answer.
We're not going to publish a breakage percentage, because no reputable UK source states one. What roofers do in practice is budget a margin of replacement tiles. Ask yours what allowance they've made and what happens if it's exceeded.
Building Regulations — the Bit Most Sites Miss
Replacing all your underlay means renewing 100% of the roof covering. Building Control guidance commonly sets the trigger at repairs exceeding 50% of the roof surface area or 25% of the total building envelope — above which approval is required and thermal insulation must be upgraded.
A full underlay replacement is by definition 100% of the roof. So it is notifiable, and it will normally trigger an insulation upgrade requirement.
Thresholds are national under Approved Document L but local Building Control interpretation varies, so check with your council. Either way, factor it in — and ask whether your quote includes it.
Scaffolding and Timescales
Scaffolding for a typical semi runs £700–£2,600 depending on whether it's a single elevation or a full wrap. Sources diverge widely here, so get it itemised. Erection takes half a day to a full day, and minimum hire periods of 4–8 weeks are standard.
Duration:
- 2-bed terrace: 4–6 days
- 3-bed semi: 5–7 days
- Bungalow: 5–8 days
- 4-bed detached: 8–12 days
FAQ
Can I replace roof felt without removing the tiles? No. The battens are nailed through the underlay into the rafters, so the tiles and battens must come off. Anyone offering to re-felt without stripping is either overlaying (which traps moisture) or doing an eaves-only repair.
Should I do the underlay now or wait until the tiles need replacing? If your tiles have plenty of life left and the underlay has genuinely failed, you have to do it. But if the tiles are also aging, waiting and doing both together saves thousands, because you pay for scaffolding, stripping and labour once instead of twice.
Is breathable membrane worth the extra cost? Yes, on almost every re-roof. The material premium is a couple of hundred pounds across a whole roof — negligible against a £6,000–£10,000 job — and it substantially reduces condensation risk and ventilation requirements.
My loft has condensation — do I need new underlay? Not necessarily. If the felt is intact and you're seeing droplets on its underside, that's a ventilation problem that vents costing a few hundred pounds may solve. Only replace underlay if the material itself has perished. Get a roofer to look before committing.
